First, we would like to thank you for expressing an interest in going
through the initial eligibility process to be placed on the Eligible
Training Provider List for the State of Colorado.
The Eligible Training Provider List is a part of the Consumer Report
Card that must be prepared under the Federal Workforce Investment Act (WIA).
The basis for creating this list is to provide consumers with information
upon which to make an informed choice in selecting a training provider.
The key to providing consumer choice is having many providers on the list.
To that end, it is our sincere intention to encourage providers such as
yourself, to remain on the list through all levels of eligibility.
WIA requires that training providers meet prescribed performance
standards with levels to be set by local Workforce Boards. Enclosed in
this packet you will find several attachments that will guide you through
the process for initial and subsequent eligibility:

* Subsequent Eligibility Performance Data required (Attachment 2)
* Sample Calculations (Attachment 3)
* Definitions (Attachment 4)
Please note on Attachment 2, that there are State standards indicated.
Local Workforce Boards are required to consider regional economic and
demographic characteristics when they establish local standards. These
levels will vary throughout the State. For the first year of subsequent
eligibility, Larimer County has opted to use the State standards. These
standards will be reviewed and may be subject to change in the future. If
you do not meet the standards and you are denied approval of subsequent
eligibility, you have two points of recourse, you can appeal the decision
or you can apply in a different region.
A second point to take note of is the Performance Data for Workforce
Investment Act (WIA) participants. Please contact us regarding the
collection and reporting of this data, we will be able to assist you in
collecting this information regarding students who have attended your
training with tuition assistance from WIA.
We recognize both the complexities of collecting and reporting this
performance data and the value of the Consumer Report Card that we are
able to produce with your training outcomes. We encourage you to contact
our office if you need additional clarification or assistance in
collecting or reporting performance information for your subsequent
eligibility application.
