Enclosed is VA Form 28-1905 authorizing you to bill for Mr. Eugene Lombardi’s, VA Claim # 23 184 163, EIT On-line prep course. Billing authorization includes tuition, fees, required texts books and supplies. Please attach a copy of this authorization to your billing statement and mail it to me at the above address. 

VA requests that you complete section C - Certification Of Attendance of VA Form 28-1905 and return a copy of the entire form to this office. Specifically, fill in the beginning and ending dates of Mr. Lombardi’s On-line prep course, the number of hours per week that he is On-line and sign and date form. Your assistance in completing Section C, will help us to determine Mr. Lombardi’s eligibility

to Chapter 31 vocational rehabilitation Subsistence Allowance.

Good Afternoon,
I am in the military and the organization I am attached to is going to fund this training evolution. However, we do not operate on a credit card
system. 
We us a form known as the NAVCOMPT 1556. Will this be sufficient for funding? 
I need to know soon as the end of our fiscal year is nearing.
